With reference to Your Lordship's
Despatch No. 176 of the 7th. ultimo, I have the honour to
state that the proposal that one of the Assistant
Engineers of the Public Works Department should be attached
to Headquarters, the other arrangements in the department
remaining as at present, is regarded both by the Director
of Public Works and the Colonial Secretary as impracticable
and I concur in that opinion.

An Officer in the position of
Assistant Director of Public Works must have power to refer
matters to the Executive Engineers, scrutinize and
criticize their proposals and ask then for further in-
-formation on any doubtful points: and such duties cannot
be satisfactorily discharged by an Officer of their own
rank.
